There can potentially be a lot of unique ways to addressing this but you don't have to simply take away shrecks from volks.
When volks do upgrade to shreck make them not able to access flame nade and salvage and give them a second upgrade option(not accessable if you chose shrecks) for a few AI weapons for mp40s and an stg or 2 that give access to salvage and flame nade.
Or something along these lines, this way volks with shrecks are at a distinct disadvantage for AI when they upgrade and have a simple infantry counter.

Actually, they have whined about it to the point there no one was using radio intercept doctrines any longer. Plus, it was patched not to show mine placement.
I remember large periods of time where it literally did not work and now its just OP. |
I agree it would be nicer in t3, and something about the su76 I really don't like, or maybe t34 could just use a buff. I mean it was one of the most iconic tanks of the war and barely seen in game. |
Nerf it to the ground constant vehicle stuns, suppresses all inf around, never misses, no counter play. |
Never claimed as can't be beaten, to beat it really takes a hell lot of good coordination well, comparing those to 3 OneClickWonders and Win, is plainly stupid.
Everything mentioned has a fundamental counter besides arty cover. |
It's not a top tier commander but its good.
Firstly Salvage is a free passive ability that gives you muni which is relevant because its a muni heavy commander, it gives sturms Flamethrower, not achievable otherwise, which is really good if you want fast vetted sturms which are very strong.
Lastly recoup losses which is essentially a way for you to funnel your muni into MP, which in my opinion is very strong, it allows you to blob with heavy losses while your opponent must deal with his.
All in all its not that great but OKW doesn't really need a commander and the perks it gives are pretty decent. |

Although that's generally accurate, it's also false. It's not like any of those things cant be beaten, axis lacks no tools to defeat anything you mentioned. |
