Scavenge Commander Thorough Salvage ability is still bugged

The thorough salvage ability in the Oberkommando West Scavenge commander is still bugged and has failed to be fixed by the September 25th hotfix patch, as using the thorough salvage ability on abandoned team weapons will neither destroy said team weapon, nor will it award any munitions or fuel to the OKW player. I hope this will swiftly be brought to the attention of the balance team and resolved in a more satisfactory manner in a subsequent patch.

Thorough Salvage renamed to Thorough Scrubbage
We feel that it is too unrealistic for salvaged weapons to simply vanish, breaking immersion. Instead OKW troops will now scrub abandoned team weapons until they're spotless for their next user.
The time it takes to complete Thorough Scrubbage has been reduced and Fuel/Munition income removed. Being a doctrinal ability slot that replaces regular Salvage, we feel that it should be completely useless, i.e. in a good spot.

- Fuel and Munition income removed
- Scrubbed weapons will now shine through the FoW
- Voice lines added for Soviet and UKF troops to passively comment on the cleanliness of scrubbed weapons. USF couldn't care less.
