Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

that completely tosses their expendability out the window and doesnt fit the theme of the unit. they are not great fighters, just an annoyance that ties up the enemy...exactly as they should be

The treatment I would maybe give them is to make them cost some ammunition too to deploy (since they get free guns and camo), but as a result they would be cheaper to reinforce.
But again, it's optional, the current system promotes their use when necessary, but discourages spamming them.
