Do flames do less damage to units in negative cover and damp areas as it did in vcoh?

don't think so, but they do the same damage to retreating soldiers as they do normally
i don't know why they don't do less damage to negative cover, makes sense.

Permanently Banned Same dmg no matter what they are doing or where they are hiding. Always the same.
But vs units in vehicles makes me wonder. Since the models are so bunched together that some arent even shown on the vehicle, such as in M3. That one Im not sure about.

Flamethrowers always do the same damage, except for units in red cover (0.5*dmg) or in water (0.5 * penetration, 0.2 * accuracy, 0.5 * dmg).
They also do way less damage to units in vehicles (0.1 * dmg).

Aren't flamethrowers also an area-of-effect weapon? Since units in cover tend to clump together, it makes flamers more effective as there are more targets in the AoE.

You're right, that's why they do full damage to units on retreat as well. They reduced their damage to units in vehicles by 90% probably because these units get so clumped up that they would get insta-roasted otherwise.
If you want to keep your units in red cover against flamers, you should watch out for the other squad members of the flamer squad. If you're fighting a Penal squad for example, they could gain more dps on their rifles than they would lose on their flamethrower because of negative cover.
