So, I've heard some saying the new bulletins are useless. To be honest I hadn't unlocked many before they patched it, so I wouldn't know the difference.
I say, make bulletins have a significant effect, just make sure that it's easy for an opponent to see which units are getting a bulletin benefit.
Much like how they finally added unit vet indicators to CoH, allowing players to know and treat the more powerful vetted up units differently, units with bulletin bonuses should have something to indicate that during play.
Due to how quickly the load screen can pass and how many bulletins there are in the game, you can't rely on pure memory.
