On Rzhev winter, Early warning from royal artillery, Assault from Commando regiment and I assume other recon abilities still do not function on Rzhev Winter. The only recon ability I have found that works for UKF is the recon plane from Tactical support Regiment. (I have not tried the command vehicle recon however)
The abilities do not take munitions away or anything, they just have no effect. It does play the voiceline associated with that ability however.
I have tried this myself, a friend of mine has tried it, also I believe when I mentioned this before on the forums, other players have confirmed these abilities do not work on this map either.
I can probably provide other info if needed but i don't think there is much I haven't mentioned.
