Where did the 'Offensive' information come from? It's not in the tools at all. USF and OKW have blank "DLC3" Commanders, but that's it.
As far as a theme for the commanders, I'm of course partial to the "Last Days of the war" idea...
The new 2019 commanders will use the OFFENSIVE theme

I want SJW commander for Soviets!
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Lets speculate: COH2 for free more than doubled the player base.
Maybe we get now new dlc commanders? I highly doubt it though. File is more than 5 months old. If Relic wanted to release it they would have done it with the patch. Most likely this is just an old file that gets "updated" with new patches.
