So this is just a civil question and poll; I believe sometime last year, one of the game's updates listed that the Soviet AI would focus less on Penals, more on Conscripts and special call-in Units like Shock Troops and Guard Rifles; but from what I've seen as of late (for the past year now) that literally the Soviet AI still uses Penals to an extreme amount. The build is normally Engineers, Engineers, then four to six Penal Squads and it starts to become a chore, even more so in 2v2 and 3v3 with friends.
So my question at the end of this is; is this an oversight/error or was it just not changed at all/reverted back to previous? And the poll question is would you like to see the Soviet focus less on Penals in game currently?
