Im pretty sure the AI doesn't use grenades much for brits because it doesn't know how to. Checking out the ai_ability attribs, it doesnt seem much care was put into it for the brits, thus leading to most of their abilities, especially commander abilities, going unused by the ai.
Meanwhile, the AI loves the Soviet and German grenades because it has (set in the ai settings) valid target-filters, a medium-high priority, and good cost for the calculated DPS. USF and OKW do have a good amount of entries for their abilities, but have different settings in both the ability and general economy.
