So I remember this site back in the day: https://coh2db.com/bulletins/index that gave you an info of all of the bulletins and what they affect, so I decided to try out the Osttruppen doctrine again today and was curious if there were any other bulletins besides their own that affected them and this site really does say so:

So I'm wondering if this is true or not? I also use the bunker building bulletin but I can't notice if it's also affecting the osttruppen as well as the pioneers.

They do affect osttruppen. Panzergrenadier bulletins(except the vet one I think) also affect Stormtroopers.

Purely hearsay, but I heard that the grenadier's side of the bonus do not apply to Ostruppen, but surprisingly the conscript side of the bonus does.

Why would that be surprising?
A whole lot of bulletins share bonuses cross factions.
Why have 2 separate ones when you can have one for 2 sides.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

What I am saying is the German side of the bulletin doesnt affect Ostruppen (grens), but rather it is the Soviet side of the bulletin (conscripts) which affects the German Ostruppen since the game counts "Ostruppen" as a conscript entity.
