What does it do, exactly?
The tooltip says it "The multipliers for each additional possible burst target within the burst radius", but I really don't understand what that means, either.
May someone please explain it to me?

It means that every modifier you add to that table will be applied to your unit for each enemy entity within the burst radius.
Let's say you take an MG and put an accuracy modifier in there. The bigger the blob you fire at, the more accurate your MG will become.
