Hello, can i get some info on meta, and useful changes since i last played, cca year and half.
Anything new in game? What is considered OP and what is UP, and such, viable commanders etc.

Nothing totally new (well, depending on where you left, there are a couple of new commanders for OKW, UKF and USF). However, there were some major patches that shook up the meta significantly.
The last thorough review of the meta you can find here for allies and here for axis. However, this is from a tournament that happened like 9 months ago and there were two major patches since.
Currently, there is a big tourney going on, the current meta in terms of commanders can be found here.

Most important meta changes since the bigger meta review linked above (that are not obvious from the GCS post):
- The lethality of most light vehicles against infantry was toned down.
- Soviet Penals were toned down a bit, lost their flamers but gained PTRSs (which reduces their AI) as well as anti tank satchels. The Maxim was changed to something more like the MG42, although weaker in terms of suppression. Still, in the current tournament Penals are very popular while Guards fell out of flavor.
- Edit: Ah, forgot: The Stug-E now works more like a mini Brummbär, which reduces their anti-vehicle performance.

That was a StuH 42 armed with a 105 LefH howitzer, not a StuG III Ausf. G.

Generally Speaking the Popular Strategies are
Sov - Penals backed up with DSHK (DSHK is probably OP is most ppl's minds). Using Rapid Conscription with Penals is also pretty popular with Reserve Army. Guards were probably overnerfed last patch. M3 Scoutcar vs. OKW is pretty popular since OKW had faust delayed.
USF - Heavy Calv or Armor Company mostly - LT play is a lot more popular now after Stuart got nerfed vs. Infantry.
Brits - All their OP stuff got toned down, that's about it. Just don't try to use AEC for AI purposes anymore. Vanguard, Spec. Weapons, and Mobile Assault mostly unless you want to support Emplacements with Engineer or Advanced Emplacements.
OKW - Lot of people like to go Luches -> Puma -> Command Panther. Salvage is still good. SP Medkits are now great to use. Their late game scaling is pretty OpieOP overall.
OST - In a better place now, Stuka CAS and Bomb is pretty OP but you have some flexibility with commanders - Lightning War and Elite are usually pretty safe.
All of this from a 1v1 perspective anyway.

In general nothing changed much, spam and blob is still a solid strategy.
There were some nice changes though like allied TDs are not useless anymore and actually counter tanks. Heavies have much less rear armor meaning mediums can flank and kill heavies. Allied ATG are also much better.

Well, had been. Soviets got pretty morphed and there's a lot of energy to fully eliminate the EFA matchup now. The t0 MG42 was a significant blow to the matchup, which is why cons have felt so especially marginalized.
But there will always been endless hours of things to complain about concerning WFA and Brits. There is no doubting that.

You should add: and whenever both parties didn't go full meta.
I'll say that most of the time, you can only ideally have 2 out of this 3 things: variety, fun, balance.
