Tiers should be universal.
If we consider OST/SU final tech as a T4, then we have T0/T1/T2/T3/T4.
Same way we have T0 for USF and OKW so they end up with T0/T1/T2/T3.
If you want to say that T2 is not mechanized (T1/T2/T3/T4) then you have say that OST and SU has access to T5.
