I get no connection in game. No loadouts (no commander, no bulletins, etc) and eternal download 11.5MB after verify files. I get some CODE 3 (host timed out) error when try play automatch.
Every time that i check integrity this 11.5MB are downloaded on steam. Normal?
But after this, same error forever.
This crap bug happens after i install the GREAT!!! Windows 10 x64 Pro.
I use the same files on the steam backup (Windows 7). I dont get error when instal again the game.
My internet are OK.
System: FX 8320, 16GB, SSD, 270X 2GB and W10 x64 PRO.
Need download the same 23.5GB again???

EXACT same issue I have had and still have this issue, I have to restart steam and the game around 5 - 10 times to connect.
Relic and Sega tried to help but nothing. They have no idea why this is happening.

Have you tried deleting RelicCoH2.exe then verifying game cache?

maybe a faulty SSD. try install it on another HDD and see if it fixed is
1. Relic bans, not me. 2. It stands in the rules: If you are banned more often, the duration increase and can lead in the end to permaban 3. The Case is bigger as you guys think. So pls step 1 step away pls. 4. I am not a player in the 4vs4 cup, because of RL work.

I don't remember how it was looking, but I've had some issues with downloading some patch. It helped to delete entire Steam folder.
mastered mode: 4v3 
drops > mates > rng > pathfinding > ??? > skill
