I'm hoping to achieve 60 fps from this. Is that doable?

Your CPU and RAM are absolutely fine. The video card is apparently quite new, and will likely do well. The main question is whether your video card has 2GB of VRAM or 4GB. If it's only 2GB, you will likely need to lower your texture settings to avoid stuttering (namely on bigger maps). Check my guide for details.
The other thing is that while it's easy to start off over 60fps in this game, the longer the match goes on, the more performance dies for no apparent reason (particularly on heavily deformed maps, I think). It seems to be an issue with the game code, because my system resources always have performance room to spare when this happens.

You should be able to get decent fps with medium settings

COH 2 runs very good with AMD Cards. I believe that you gonna be happy with the FPS.

Medium? Oh, please.
I just got a r9 290 which is not as powerful as your 380x but I can still play with all on max settings (except for AA - which I have on low) quite comfortably.
Flames/arty/3v3s/4v4s will likely cause fps drops though.
