This intel bulletin doesn't work. I've tested it multiple times with Strummingbird and it has zero effect on artillery units.
How to test? Equip the bulletin, get yourself a panzwerwerfer and place your artillery field officer next to it.

Just like most of the Intel bulletins, including bulletins 'affecting' non existing units and don't get me started about their usefulness( vaule: ZERO ).

I can attest to the veracity of his observations. The bulletin is nonfunctional.

well it says "nearby" so i assume it's an aura as opposed to a buff to his flare. i suppose it could be incorrectly worded though.
