Well, in 1985 to help save the US economy, Japan was "cornered" into signing the "Plaza Accord" which was an agreement between the U.S. and Japan over currency exchange rates. Japan was a clear loser in this agreement and with the "economic bubble" ending in a serious recession:

History tries to repeat itself today, with western oligarchs which depend on the "Petro Dollar Hegemony" trying once again to ‘arm twist’ with China over matters of currency exchange rates.
That won't happen because China is not Japan. Most dollars today are outside the US and a global devaluation of the dollar would not be in Asia/China best interest.

Yes, The US government really is bankrupt and has been kept running these past decades by the "good will" of the peoples of the planet (including Japan and China). That good will is running out..
