It always suppresses and pins, just the retreating is random. Basically each shell has a chance to force a retreat.
I've been using it more lately to great effect. Really useful in clutch games as well due to its low cost and high impact.

I have used it once and i had no clue what it was doing, it is nice to finally understnad, but it should be a clear consistant ability like sluzbenik said, drop to 3 CP's and make it always force a retreat.

I actually quite like the suppress/pin, as it has great utility with incendiary barrage (whether you choose to drop both at once, or drive to his base and drop incendiary there after forcing his units off).

The suppress/pin is far more effective than any damage ability. It leaves you absoultely unable to react in any way but a retreat. Damage abilities you can at least run away and continue the fight, albeit weakened.
