How do the handheld flamethrower work?

I don't quite understand how the flamethrowers work in this patch as of the September 17th update. It looks as though it damages all models garrisoned in buildings which is cool I guess, but seems to do inconsistent damage everywhere else. Could someone explain how they worked before and after the patch?

Before they have crits. That mean dice roll. will they insntatly kill model or do they nothing ?
Now they do constant damage , and have bonus agains buildings and heavy cover , so they are what the should be . garrison dislodgers , not dicerolling bulshit
