It's in T1 because it's OKW's only counter to M3 and WC 51, it's cheap because it's easy to decrew, it cloaks because it has less range.

If you kill one of the crew members on the gun then the 3rd and 4th dude takes 7000 years to walk to the gun and help move/reload it.
