Would make tank battles more predictable. So say you have a Panther vs a T34/85. Both have the same HP and gun damage, while Panther has better armor and higher penetration. If Panther hits its shots it will win head-to-head almost every time (excluding other variables like mark target) due to having a substantially higher chance of delivering penetrating frontal armor shots. However the tanks are similar enough that at longer ranges some better accuracy luck can tip the favor towards the clearly inferior tank. RNG will still exist because of course there will be times where the better tank bounces while the worse tank penetrates, but this removes an added layer of dice rolls where the better tank doesn't even get an opportunity to penetrate because it shot the ground.
PS: Don't think this is necessary for AT guns, but more important for tanks since they took a larger investment.
Not sure if this is possible under the current system, but since target tables were mentioned in the patch notes it could in the near future.
