what does the levels mean in coh2 leaderboards

What is the use for the "levels" in the leaderboards? The "Rank" already denotes how good a player is. does the level work like the ingame one? that increases as we play continuously but it is different for each faction.

Level is basically just a measure of how long you've spent in game. It has no direct correlation with player skill.
Technically I could get to prestige 3 level 100 by running a bot to carry me in 4v4s (my bot + 3 experts vs 4 easy) vs AI.
The best metric of player skill is their overall ladder rank, because ladder rank is based on ELO.

Sorry it was not detailed enough. I actually meant the faction "level" shown beside the rank in the official site leaderboards, the one implemented few weeks ago.

Its " leagues"
by ladder rank
so for example(not exact)
Level 20 is top 1-5,
Level 19 is top 50-75,
Level 18 is top 75-200,and so on
Level by EXP is actually capped at 18,785,964,and like CieZ said is not an indicator of ladder rank *or skill

Levels 20-16 are indeed directly linked to the ladder rank:
If you are not in the top 200, the level is determined based on where you are in the ladder relative to the other players. E.g. if your rank is better than the bottom 6% of the players for that faction/mode you get level 2. The full table is
As a result, for lesser played factions/modes there are no players at levels 15 or 14, because being better than e.g. 90% of the UKF/1v1 players (level 14) already brings you in the top 200, where the rule for levels 16+ applies.
I'd argue that "level" is the best measure of success in the game in particular for cross faction comparisons; assuming that I'm about equally (un)skilled in what I play: Although my ranks are between 835 and 3980, my level is 8 almost everywhere, so this seems to work out well at least for me...

I made the experience that Rank 14 and 15 for UKF is non existence.
I once won a game as Rank 13 and was 16 after the game. Then I lost one and was 13 again

Yeah, when I checked this morning there were 1558 UKF/1v1 players. For rank 200, the upper table applies (so you get level 16), for rank 201, the lower does (201 translates to better than 87% => level 13).
14 does exist for all other factions in 1v1, though; level 15 only happens in the higher game modes that have more than 4000 players in the ladder.
