I think, bunker is not important in this game.
You just need only one bunker to heal HP. More is not necessary.
It will only waste munition.

Here is my guide to perfect bunker placement - I've marked all the locations on every map where you should put a bunker, except for the Ostheer base because it's assumed you will build a medic bunker there:

When I see an Ostheer player putting down a bunker in the first 5 mins of the game I'm super excited about getting the win. Penal battalion in SC-> Flank Bunker-> Profit. Remember that that early bunker is half a unit that you don't have and I'll be capping where it isn't until I can blow it up.
