It always works in this way, at least in COH2.

The only bullets that actually collide in that way are the API rounds, which can actually do friendly fire damage if you have one of your own vehicles in between your mg42 and your target.

Tested it quick, this is a map object bug rather than a unit one. Any unit will be affected when close to that truck (there's another one in the castle ruins on this map, and it's probably used on some other maps too).
is_shoot_through is set to true on opel_blitz_parked even though it should not be. This makes the game apply the object's cover (in this case, green cover) to any target that is fired at through the object. So you're effectively firing at green cover when you have a unit firing from behind that truck.
It's supposed to be only set for smoke cover, but as we have come to expect it is used wrongly plenty of times in the files
