fails to mount a normal file with their respective files specular and gloss....
Your going to need to expand on this comment because without the relative information it simply makes no sense.
For now all I can say to that is that I'm not quite sure what your doing but when making your skins in photo shop specular and gloss layers should not be visible. Again when you get into game those layers should still not be visible.
....And of course lighting it looks bad
There are certain lighting layers that have been added to each vehicle these are altered specifically for each vehicle and again specifically for each skin made for said vehicle. You should probably adjust the settings for those lighting layers as it sounds as if you have left them at the settings used for the basic skin.
I would also take into account what map you are using to inspect your tank/s. Certain maps have odd forms of lighting which can manipulate how your tank looks.
