I will build a new advanced rig tomorrow, but my connection is still extremely awkward
Can I just copy the installed CoH1 and CoH2 into my new SSD? it will be pain the the ass if I have to waste like 7 hours to download both game into my new computer
actually, about steam more than CoH

If you want, you can right click the game on Steam and hit "Backup Game Files" and transfer those over.

or you can simply copy&paste the whole steam folder, delete all the files except for the steam.exe, redownload the steam files and just go from there...
