Can somebody tells me what does the left ingame bar means?
Its the bar when you are playing the Sovjets and your men retreat they will be shot.
In this bar there are 3 type of units/soldiers. What can I do? How to reach the third soldier/unit.

I think you are talking about the Single player campaign don't you? You just have to play and kill enemy units so your squads become Frontoviki then Penals. Just call in Conscripts and kill enemies with them.
