You have to lower the minimap size in your <mapname>.options file. This will make it zoom in ingame. So if you set the map 50% smaller in options it will appear 2x zoomed in ingame so you will have to resize/remake your minimap actual image too.
It might seem a bit unclear but thats because I just found out too

This is the difference between our tac map is 768x768 and relics tac maps are 1024
