Tuning Pack not appearing in Mods List

Just as the title says, anyone have any idea what's wrong? My tuning pack is working fine on my local copy at home, and I can host the game and play with a friend. The problem comes with other users trying to sync and play my mod, it simply doesn't appear in the mods list.

Could you be more specific?
1. You can play it with a friend.
2. You can't play it with other friends / players.
What is 'syncing'? You mean, they download it from the steam workshop? It doesn't appear for them?

I found out this issue is occurring on other mods as well as mine and is not exactly fixable. Waiting long enough will eventually cause the mod to appear is a tuning pack.
Other suggestions for people with the same issue:
-Unsubscribe and then resubscribe.
-Restart CoH2 and/or your computer.
-Verify integrity of steam cache.
