Maybe a repair unit should have 100 power to repair tanks and it would regenerate over time, this would make heavier units repair times longer without cutting the light/medium vehicle repair times.

Repairs should improve at vet by increasing the capacity of repair power, regeneration or speed.

Maybe they could also purchase more repair power with munitions.

This could solve the problem with heavy tanks and tank spam.

Going to punish mediums more than heavies, because they take the same amount of health damage from every shot with (close to) 0% chance of mitigating damage.

You can easily increase repair requirements on heavy vehicles by increasing their health and giving them a received damage increase to balance that out, this will increase repair time on them while affecting absolutely nothing else.

I don't really see any reason to nerf heavy tank repair speed. There are a zillion other balance problems that are much more important.
