How do you rotate fence or wall sections vertically in order to make a smooth wall going down a hill?
Currently I am only able to change the height or horizontal orientation and my fence sections are disjointed over elevation.

You have to check the "align" option iirc

If that doesn't work, you could construct the wall using object placement, and select the individual segment, hold "R", and click and drag on the axis (circle), that u want to rotate. It would take some effort to make it look right.

I am placing my wall sections by using the object placement tool, or copy pasting existing sections.
Auto-align seems to do half the work, but there is still a lot of fiddling to get it right. Is there an easier way to place walls and fences that I am completely missing?

Do you know about splines? If you don't watch the tutorials onkelsam made in the mapmaking index.
If you do you have to make an object spline and be sure to check the wall mode

Splines are the way to go. Be sure to use fence mode. You can add damage to them as well, by edit state.
