my WorldBuilder folder is only 5,5KB big and there is no warnings.log created...

1) verify cache integrity for COH2 in steam
2) verify Archive.exe exists in your COH2 folder in steamapps
3) run as administrator?

I had to enable and install all the windows updates to fix this.

Keeping Windows uptodate sometimes is a good idea... even without autoupdates^^
