I tried something like
CE - CE - T1 - Penal - SC - Sniper - Guard
Actually didn't go too badly in the opening, but I'm a bit rusty (6 lose streak woo) so I ended up losing.

Oh yeah. All I build was Dishkas and penals (infantry-wise).
I suspect that wasn't the kind of answer you wanted, but there it is.
This was pre-patch btw. I doubt it is feasible now.

Hehe, nah, that kinda counts.
I was just wondering that since Conscripts were such a backbone of the russian army, is it possible to win without (there was a time when maxim spam would do).

I've done builds with only 1 con to start, then penals and guards. Could probably do it with an engie instead and 2x flame M3... But might be harder.
Tbh I've just gone back to cons though, mainly because not having wide access to AT nade was causing me problems.

Maxim spam and Guards? maxims are cheaper to reinforce than conscripts so this might work
