Help: Replacing Commanders with Upgrades [CoH2]

Hello all!

As I keep creating and using more and more units for my mod, I have come to the conclusion that commanders are for the most part irrelevant, and if anything cause more issues than solutions with the tools being outdated and all.

In my mod, each faction will be given 3 Battlegroups as upgrades that swap certain units out and add others, what I am asking is:

Is it possible to remove functionality from the current Commander system and replace it with ability cards that are only unlocked per each specific battlegroup.

For instance:

OKW Battlegroup 1: Upon selection the player will receive Valiant Assault etc.
