I'm sorry what. Your saying Units were made so strong that their weakness was negated. HOW TF THAT
IS NOT A BALANCE PROBLEM. Like what hell do you people think balance is.

"Your[sic] saying Units were made so strong that their weakness was negated" is not what he said, nor what he meant. OKW/USF/UKF units were designed so that they had very prominent strengths, which were intended to compensate for glaring weaknesses. It isnt that they (were supposed to be) so strong that their weaknesses didn't matter, but that their strength in particular areas were to, again, compensate for weaknesses/lacking in others. It's not an unique design choice, though the issue has been that Lelic didn't pull it off well enough, and those factions bounced between overbearing and pathetic because of their somewhat poorly thought out design.

This has been improved, in part, by making their teching structures less crippling.

React to enemy's choice isnt just for Commanders, its also for units/teching.

The game used to have Soviet able to push T3 or T4 much earlier on Ost T2 units. The game end right there if Soviet success. If fail, Ost wins. Either you win now, or never win.

Nowaday everyone wants to have equal chance in late game.

A choice made within the first ten minutes shouldnt all but guarantee a loss at 30-40 minutes. Being able to completely counter an opponent's tech choice doesn't make for good gameplay.

I'd argue the same for Commanders, incidentally.
