Even with the old values, a direct hit on bunched yellow cover from a 160dmg source won't stop the wipe.
The dmg reduction is more effective on rocket artillery, grenades (which were not the nuke type) and mortar fire.

Not much will help you against dead center tank shot in the middle of grens sticking weewees into each other.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

I wish it got the heavy treatment - lower damage but increased accuracy
