In preview mod 1.3，balance team give a interesting buff for Ost T4，so I think it could be new system for this game

Rework Mobilize Reserve
Tech request，need T1+T2+T3+T4，or Molotov + AT grenade+T1/T2+T3+T4
Effect，All Consript and Penal and team weapons reinforce cost -10%
All infantry and team weapons refresh speed +20%
All infantry and team weapons earn 20% EXP
USF
Tech request，Grenade + unlock weapons racks + Major
Effect，BAR and Bazooka and 1919LMG reduce cost to 45/40/60
All units ability ammunition cost -20%
OKW
Tech request，All HQ，same as KingTiger
Effect，All infantry and team weapons population -1
Volks reinforce cost -2，Squad size +1
All team weapons reinforce cost -10%

Not change，but Hammer/Anvil not lock out each others，upgrade cost reduce to 150/30

OST is getting a T4 bonus because it's currently struggling, especially in late-game. Additionally, T4 is currently seeing very little use, so the bonuses are being added to it as an incentive to build it.
Sov/USF/OKW/UKF currently don't have issues with late-game scaling, not do they see their 'T4' being underutilized. Simply put, they don't need any bonuses.

Maybe usf major allow new rifles to use AT rifle grenade at vet 0. But that is all.

yeah, this came up in a couple of other threads before and i like the idea. apart from that no further buffs are needed or justified IMO.
