I think you need to work on always having your units on the front line or doing something. Try and work on remembering to bring them up and to use rally points to be more efficient when they hit the field.
I also think that buying *THREE* T70's was a pretty bad idea Do your best to keep that thing alive (seems obvious) but I mean using the T70 for flanks, stopping back capping/harassing, and generally not used to spearhead your pushes. It's expensive. But in the case that you do lose one, just forget it, Focus on teching up to bigger tanks.
Also, try using T1 as Soviets. It can help completely change the way that the Soviets feel and it can help you much more against Wehr players. For example, I would try limiting yourself to one Maxim if you're facing Wehrmacht. They're going to have their own snipers, MG42s, mortars, and the like so I would try and breaking through their lines rather than trying to hold your own. Wehrmacht are the queens of camping.
Being diverse and creative with your builds is key, try going for Penals, or snipers or Guards/Penals together which is extremely strong.
Even the M3 scout car with a flamethrower squad is really good for dislodging and even killing MG42s in the early game. If you can master kiting away from Gren squads to avoid the Panzerfaust, it can be a huge way to gain early map control.
Just giving some ideas, because it seems your issue is with knowing when/where/how to push rather than any sort of micro related issues. Your micro is pretty solid for someone who is new!
Keep it up though, keep learning and keep trying new commanders/build orders/unit compositions. Soviets have a lot to play with, don't be afraid to lose either. It's how you learn
