The okw flak halftrack seems to powerfull imo.
It surpresses fast, really fast. But that's fine. However the damage is pretty insane. I think it's damage should be lowered a bit, atm it's to strong against usf and soviets, as they don't have early at tanks (t-70, stuart). You might think at gun will work, but you can push of an at gun with infantry, so i wouldn't say thats a solution. I'd suggest looking at the half track, just lowering the damage a bit.

Pak is the best way yes.
With 2 shots the flak is death! So after 1 shoot, you have to use the smoke already.
I think soviet t2 is easy to get.
USA has kind of more problem. But if you don't go for captain, you can go with yoru own Flakhft.
Would be nice to see this both units vs each other
