Here's how I countered tier two rush.
At 3:40 soon as I saw the two Pios attacking my munitions point I suspected he was skipping tier one.
At 4:15 my new engy immediately starts covering the sector with mines. I Want to hit his Flammenwerfer but the mines also consistently kill 2 Panzergrenadiers which is devastating.
6:20 confirms tier two, then my Maxim can see the Flammenwerfer idling at the VP so I assume it's upgrading and set more mines in the center. Normally I would go Guards Rifles next but I get the 120mm out instead as I figure I can lure him into mines and just retreat if I need to. I like starting the area denial very early with the HM-38. the mortar is so devastating it leaves few options to the Ostheer.
I get cocky with my T70 (as if that's something new ) and get hosed by a PAK, but when the second T70 comes out follow it to see a sweet armor battle. I thought the Ostwind was going to go to the middle vp rather than over the bridge so I layed down 2 barrages of smoke to cover my front and delay any retreating I would have to do and flanked with the T70 only to play a little David & Goliath.
While I get a few units wiped, notice they are early Conscripts and Engineers. I'm feeling less bad about losing units lately when it frees up manpower for me to pump out higher tier stuff. All this Conscript spam people do seems one dimensional and easilly countered. This is by far the most versatile of the Soviet Doctrines in my opinion.
