They changed model pop of all squads to 1 or 2. it was originally 1~2 real number before dec patch. (it was about 1.5 for IS )
ex)
volks pop is 5 because squad pop is 0 and model pop is 1. IS pop is 8 because squad pop is 0 and model pop is 2(2x4=8) after dec patch.
They was suffering for real number value because real number expression from computer science always have small error.

I suggest increasing pop cap and all units population by 10 times
max pop cap will be 1000 and IS pop may be good between 65 and 75 for this revision. volks pop may be good between 55~60.
